LuxDev, the Luxembourg Development Cooperation Agency launches a Call for Expression of Interest (CEOI) for the acquisition of services for Industrial Symbiosis Mapping in Kosovo – an economic and feasibility analysis on behalf of project/programme KSV/023 receiving financial support from the government of the Grand-Duchy of Luxembourg.

Economic operators that are invited to express their interest to o er the services mentioned above are specialised in industrial and economic analysis, value chain mapping, and sustainable development with experience in industrial symbiosis and policy advisory.

Indicatively, economic operators will have to demonstrate their technical capacity and experience in conducting economic analyses related to industrial symbiosis, including sectoral and value chain mapping based on NACE Rev.2 classification, primary and secondary research methodologies, stakeholder engagement through public consultations. Experience in sustainable industrial development will also be required.

The start of the contract is foreseen for November 2025 and for a duration of 9 months. Economic operators must be available for the entire period foreseen and willing to intervene in Republic of Kosovo. The maximum budget available for this contract is estimated at EUR 91,140 (all taxes excluded).

The shortlist of candidates invited to submit a full o er will be established of a minimum three and maximum eight candidates evaluated as qualified and ranked, if necessary, against the selection criteria.
